COOGAN Special to THE NEW YORK TIMES ALBANY, April 24 - William C. Coogan, retired police captain and the last of the force of Albany's mounted policemen, died at his home today. His age was 75. Captain Coogan served thirty-seven years in the department, rising from the ranks. He was a pigeon fancier and had many prizes for the birds exhibited at various shows. He was a thirty-second degree Mason.
