COOGAN: Dean of the Board of Finance Although his father, an owner of the old Polo Grounds in New York, was a longtime friend of Franklin W. Roosevelt, Theodore H. Coogan was a Republican. But that didn't stop him from having an open mind, and from endorsing Democrat Louis J. Fossi for first selectman four times. A Harvard graduate who was a real estate broker and consultant in New York and Ridgefield, Mr. Coogan was appointed to the Board of Finance in 1955 and held the post till his death in 1983. In the later years, he was often called "the dean of the Board of Finance," whose non-voting chairman was then the first selectman. "Mr. Coogan took a leading role in town affairs, not only the financial ones. He was outspoken on such matters as the town's schools and building projects, the library's expansion, candidates for office and political goings-on," The Press noted in his obituary.
